1990 Toyota Pickup Heater

The air is blowing normal however it is not hot. We have flushed all the fluids, changed the thermostat and also checked that the lever from "hot" to "cold" is working properly - all is working fine. Any ideas where to go from here?

At the firewall there are 2 hoses going into it that are about an inch in diameter. With the engine at operating temperature feel them. The both should be hot. If one is hot and one is cold, then try backflushing the heater core.
