1989 Toyota Pickup Stuck in park

I have an 89 Toyota Pickup with only 28K on it, and suddenly it won't shift out of Park. I don't know if the problem is in the shift lock system or the transmission. (This problem may belong in the Electrical category.)

I have checked the following:
The STOP fuse is okay,
transmission and brake fluid levels are okay,
brake lights work fine when pedal is pushed,
the battery and connectors are okay.
I've tried with the OD and ECT buttons on and off.
I cannot find a shift lever release button.

the shift release button is right in front of the shifter i have had to use it before little black button tell me how it works
