1988 Toyota Pickup brake lights to bright

when i have my head lights off and i push the brakes, the front signal lights turn on. when i turn the head ligths on, my rear lights are too bright and if i push the brake, you can hardly see a difference in brigthness.
how do i fix this problem

Sounds like the tail and brake circuits are shorted together
