1987 Toyota Pickup carburetor

I just change the carburetor numbering and making
sure vaccum hoses are correct. I can not get the
carburetor to prime. It looks lack the fuel bowel is
not filling up. I can not see any fuel through the view
window on the front of the carburetor. what am I
doing wrong? I tried pouring gas into the top of
the carburetor. thanks if you can help

Check if you have the correct fuel pressure if okay-check the needle inlet valve and the float
