1993 Toyota Paseo Car is steaming

Whenever I drive my car then park, the car starts to steam as if it can flow through the tubes or something. It isn't over heating it just seems that the fluids can't get through. Please help me out here

Replace thermostat, have radiator professionally cleaned and check that cooling fans are activating when temp is high. Start there, and report any further problems, hopefully you have not damaged the cylinder head.
