1999 Other Toyota Models Oil and Water mixing in sump

My car is mixing oil and water and the mechanic changed the head gasket and got the head skimmed and pressure tested and still the oil in the sump is milky mixed with water.
Now we dont know what is goin on because the block looks ok without a crack.
Please help me.

Hi there,

If the cooling system was cleaned and this is new leak, there will be a problem still with the head or the block, both will have to be investigated.
