1997 Other Toyota Models Push Brake to floor and car till go

Checked brake fluid levels and is just below full line. Could it be a clogged line or are brake pads shot. No squeeking from brakes. If you start car and put brake on when putting into gear hard to stop without pumping or pushing brake pedal to floor? Any ideas on trouble shooting. Hopefully it is not the master cylinger if the ES 300 has one.

Assuming you checked the fluid correctly, it likely would be a bad master cylinder.
