1987 Other Toyota Models Oil filter, no oil in it

I replaced the engine, had the short block was professionally done and installed the head my self. After break in, I went to change the oil and there is none in the filter. Oil is getting up to the head, I can see it moving when I look in the oil fill cap but none in the filter. Does the filter need to be some how primed in order to suck the oil through?

Best check the oil pump the oil has to go thru it before it gets to the oil filter
