1999 Toyota Landcruiser black smoke noise and power

My 4x4 diesel is running lumpy. its 20% down on power at low revs. when I,m on motorway and lift off to cruise I get a 2 second blow of black smoke. When you get to 3000 revs a whistling noise starts behind the dash from the engine compartment and gets progressivly noisier up to 4000 rpm.
Turbo is all boosting ok. Waste gate on inlet manifold is opening fine. No leaks on heat exchanger betweeen turbo and inlet manifold.
Now stumped

Hi there,

The black smoke is over fueling, the whistling is normally a crack in the inter cooler or a leak in the pipe work between the turbo and the inlet, you only need a very small leak to whistle under load, has anyone tampered with the pump fuel stops, these should still have the lead anti tamper seals affixed.
