Engine Mechanical problem

My brothers cruiser. It had an 350 cu in v8 in it that was bad. He just put in a a brand new 4 bolt 350 greate engine an had the value lash set for him. The problem is the engine is very hard starting we installed new 1000cold cranking amp battery and still have to jump with an an other car or battery charger engine starter. If the timing in off a little won't that be the problem. WE also rebuild the carb, and it runs very well once it starts.
