1990 Toyota Cressida hard to start when it is cold weather

My car is very hard to start in cold weather. It turns over many times before it starts. In the summer it starts right up. I changed plug wires, plugs, rotor, and fuel filter.

Help please!!

in that case change your coolant temperature sensor, i am 100% positive this will fix the problem.
