2005 Toyota Corolla Steering Wheel Shimmy When decelearting

I have an issue with my car, where, if I travel over 60 mph, and I step on the brake to slow down, the steering wheel shimmies back and forth.

I took the car to NTB, and they said that the rear brake drums, pads and rotors needed to be replaced, because they had excessive wear. I gave the okay to that, they did not do a wheel balance or alignment at that time. Well....about $700 later, I still have the problem. The tires are relatively new, so it is not a wear issue. Anyone have any ideas, before I go to my local mechanic?
