what would cause a roaring noise no matter what type ofroad I'm on and also what causes soot like substance to collect on the wheels

The soot is brake dust from pads, you could switch to a better pad like a ceramic.
The roaring noise could be a wheel bearing.
Raise car, put on stands and grasp wheel, push/pull both horizontally and vertically, any movement would indicate a bearing, bushing, tie rod, ball joint.
