my low beam lamps are the same brightness as DTRL. Is this common? Do I need to replace bulbs with different kind in order to get brighter lamps?

You can replace the bulbs with brighter units, aftermarket manufacturers make a variety of brighter bulbs, some are up to 75% brighter.
