I was told that my windshield motor was going and it needed to be replace because my windshield wiper blades would not shut off. so I replace the motor with a new one and the wipers still won't shut off I was told it could be the relay switch what else could it be?

If they won't shut off it is most likely the switch in the car, or POSSIBLY a stuck relay.

I would take it back to original shop and tell them they mis-diagnosed the problem.
