What does the two slash markings (II) on the heads of the four metric rear axle hub & bearing assembly bolts indicate. Those don't seem to be standard markings for metric bolts.

Not a standard metric mark.
Metric bolts have the strenght stamped on the head, 8.8, 9.8, 10.9, 11.9.12.9.
Studs have a cross + stamped on them.
If replacing suspension bolts M8x1.25 or larger use at least a 10.9 bolt strength.
