2002 Toyota Corolla No low beams

2002 Toyota Corolla Front Wheel Drive Automatic 110000 miles

Both low beams (headlights) are not working but the High beams do. I have checked the fuses and they check good with a volt meter while installed. I could feel the relay energizing when I would pull it out and then reinstall it I could also hear the change of state in the relay. What would you suggest I check next? Is it possible the switch has gone bad in the low beam position? I am thinking it is something common between both right and left headlights Any help?
