2002 Toyota Corolla fuel entry

2002 Toyota Corolla 4 cyl 99000 miles

When I am pumping gas it begins to flow out of the tank after each gallon. My fuel tank is almost empty so I know it is not full. Is there some type of shut off valve in the tank that is preventing the fuel from flowing into the tank?

There is a vent hose that is probably clogged.
