2002 Toyota Corolla Cigarette Lighter

The cigarette lighter/Radio fuse in my daughter's '02 Corolla keeps blowing. I think I have it narrowed down to the lighter. Is it necessary to remove the entire console & instrument panel to access & /or replace the lighter? Any other troubleshooting that can be done to determine the cause without dismantling the dash?

I would replace the cigarette lighter element first before tearing into the dash.
