2001 Toyota Corolla emergency brake

I just had new brake shoes put on and now my emergency brake does not work, when I pull the handle there is no resistance at all. Before I go back to the garage I would like to understand the possible reason for this. Thanks.

1.did not adjust the rear brakes
2.left e brake disconnected or its components
3. cable no good
but if you had it working fine I would say miss adjustment
