2000 Toyota Corolla oil damped screws

Is it normal if the srews of the engine cover is damped with oil ? whats causing this ? and how can i solve ythis problem?

No, not normal.

Remove the cover and check the oil fill cap gasket. Make sure it is sealing properly.
Also inspect the cam cover gasket for leaks, and spark plug tube seals. You will have to remove the individual coils (mark them to put back in same position) then look down plug hole for oil. This would indicate a leaking tube seal, which would need to be replaced.
