2000 Toyota Corolla long brake pedal travel

I have an intermittant brake problem, long brake pedal travel, touch the brake for a second time, brakes are good. Have changed brake fluid, no air, checked brake pads and caliper slides are ok. Feels to me like the servo is drawing too much ie pulling pedal down. No apparant air leaks.

Check booster line for brake fluid, also possible the MC is bad.
