2000 Toyota Corolla Air cond blower motor varies in speed

My Air cond blower motor slows down while the speed switch s set to high . It goes from high to low . I have checked the voltage regulator and it is perfect 14.1 volts that does not vary.

Either the blower motor or resistor.
