Engine Performance problem
1999 Toyota Corolla 4 cyl Two Wheel Drive Manual

I would love fit a turbo or super charger to a 4A carburated Toyota engine. What will be the effect on perfomance of the vehicle. I am more concerned with fuel consumption.

Depends on the level of boost. The higher the boost the more fuel will be needed.
Not sure there are any aftermarket carb. turbos, most are for FI engines and the PCM must be reprogrammed for higher fuel consumption under boost.
You may also have to change injectors and possibly fuel pump.
Unless the engine is mechanically sound, the higher cylinder pressure generated by a turbo/super can cause damage.
