I have a 1998 Toyota Corolla, which drives well and in great condition. Just today, I started smelling fuel in the car after I started it. The smell was so strong I had to drive with the back windows partially down. I checked the fuel tank cap didn't find anything unusual.

Any idea where the smell is coming from?

Check the fuel system (injector seals, fuel connections, fuel filter) for leaks, if you find no leaks, then have Toyota put EVAP system on a scanner to find problem.
