1998 Toyota Corolla Fan switch only works in highest speed

My '98 Toyota Corolla fan switch has 4 levels, from low to high. The fan will only be on when I turn to the highest speed, not the other three levels from low. What would be the problem? Do I need to replace an switch, or just the relay problem?

Hello,

Sounds like your Blower Motor Resistor. It is located below right side of dash, in heater a/c housing.
