What would be a reasonable estimate for repairing this problem? and could the same liner be re-attached or would it need to be replaced?

It is a 3-4 hour job, so it would depend on who does it and what they charge, hourly.

Toyota uses a styrofoam backing which can almost always be reused.

Check around with headliner installers, compare prices, and warranty.
