1997 Toyota Corolla Hood Latch

The inside hood release lever will not release the hood at all. It does not pop to the safety latch stage. How do I open the hood to see what the problem is? i can feel and move the safety latch handle through the grill but that's about it. Tried thumping it; moving it up and down while some else activates inside lever: it won't budge.

Remove release lever from inside and pull cable with pliers.
The cable is either streached, bracket broke etc.
