EGR reduces NOX emmissions by metering burnt exhaust gas into intake, this process also reduces combustion temps, so yes it could cause engine to run hotter than normal.

the engine doesnt get hot it stays cold the engine temp. meter doesnt go up that much

You will probably be OK, especially in cooler temps.
