1997 Toyota Corolla Car over heats because my radiator fan

I've replaced the sensors, the switch, and it still will not come on. My Hot/Cold gauge doesn't go to hot, but after I drive it for awhile the back up plastic tank that you put coolant in is bubbling and the car smokes out of the tail pipe. I can fill the car up with water and it will smoke out the back (I'm guessing) until all the water is evaportated. I was gonna check the thermastat and when I disconnect the 2 bolts that holds the hose in place and try to take it off, the fan pops on and won't turn off until I put the hose back. It is also making a clicking sound every time the fan starts up, almost like a short circuit. The noise is coming from 1 of the 2 black boxes that are located on the far front ride side of the car when you pop the hood. I do not know a lot about cars so I apologize if this is confusing.

I can fill the car up with water and it will smoke out the back-if its white smoke coming out from the tail pipe-you probably blew the headgasket

Listen to Rasmataz on this one. The smoke (if white) is the bigger problem.

When you tried to change the thermostat and the fan kicked on, that tells me you did not disconnect the battery cable and the fan is working. On Toyota's, if you remove the fan switch connector, turn the ign. On, the fans will run all the time. This is a safety measure to prevent overheating if fan switch fails.
