Engine Mechanical problem

I Can not find where or how to get into the fuse so that I can replace it. Is there any way to get there without taking anything apart?

Check and test the hazard/horn fuse 20 amp and turn fuse 7.5 amp if both okay-test the flasher unit and hazard switch.
