1996 Toyota Corolla Steering wheel locks while driving

Hi,
I have a strange problem. My steering wheel locks when i turn the steering wheel too far left or right direction while driving the car. scary. No longer using the car for obvious reason. I tried replacing the ignition key assy, with no luck, it still locks in the drive way while running. I have to wiggle the steering wheel while pulling on the key to get it unlocked.This takes time to accomplish,
Need help to fix soon, I need my car for work.
