1995 Toyota Corolla key will not turn

i put the key in and it turned only to the acc and will not go any farther and my steering wheel is not locked it moves all the way i even used my spare key because its not as worn down and that didnt work what could the problem be???

Sounds like there's a problem with the shift interlock system. I would say start checking the shift lock solenoid
