1994 Toyota Corolla

just replaced rack and pinion and power steering pump, now power steering dosent work. not 100% sure if we got the presure hose and return hose right (we think they may have gotten swiched).
so my question is could swiching the hozes cause this problem, if not what could it be?

Pressure hose should have mechanical fasteners on each end, return hose will clamp on, but if they are reversed it will not work.
