1993 Toyota Corolla melting egr modulator

the hose coming from the bottom of egr valve of the bottom of modulator is blowing off modulator and melt the botto of modulator, who it be the egr valve causing this ? replaced the modulator and it melted again.

Most likely an exhaust leak somewhere close to valve.
