The brake lights on my 1992 corrolla stay on when I turn off the car, I have checked all the fuses and non of them are blown. The emergency brake is NOT engaged, and my brakes seem to be working fine. I unplug the lights in the trunk so that it does not drain my battery but what would be the problem

To do that either you have a defective brake switch or it needs adjustment to include the light failure sensor

Yes as Raz said, it is brake switch, it can be readjusted. This is a common problem on older Corolla's.
