Could you tell me where the flasher is located at in the car or what would cause the turn signals and the emergency flashers to not work at all inside or outside. Checked fuse and all is good there.

Under dash, drivers side. You can remove the lower IP cover, under steering wheel for better access. It is a small silver can.
