The wiper arm base could be stripped, or the wiper mechanisim (under the cowl) could have broken.
Remove the wiper arm and observe the "teeth" inside the wiper are to see if they are stripped, if not, then turn on wipers and watch the connection to see if it turns, if not then the mechanism will have to be replaced. They are available from Toyota and will run a little over $200.
You will have to remove the plastic cowl and wiper motor for access.
