Yyou really need to remove tank and flush with solvents.

While you could fill with solvent then siphon out, you will not get it completely clean.

There are also products that you can pour in an empty tank and coat the inside with the product. This will give you a new inside, but you have to remove tank to get all gas out and any large particles.
