Transmission problem
1989 Toyota Corolla 4 cyl Automatic 200275 miles

My car some times does not change gears until almost 60 miles per hr and my rpm's run at 3 or more
can this be caused by a defective transmission modulator? We have not changed the fuel filter.
I have had the plugs cleaned, they are fairly new. as well as the cables.

If the A131L 3 speed auto, shifting (hydraulic pressure) is controlled by a TV cable (sometimes called a kickdown cable).

This cable attaches to the throttle body cam and then to trans. Disconnect it from TB and pull cable, there should be increasing tension, if not it is out of adjustment/broke/kinked, and will have to be replaced ASAP.
