Is it necessary to replace the drier/desiccant bag when opening and servicing the AC system, or will a deep vacuum be sufficient?

You will want to replace the dryer when doing a/c repairs yes. If you was replacing the compressor than the warranty most likely states that it will be void if you do not replace the dryer also.
