2000 Toyota Celica Rear wheel locked up

Brakes problem
2000 Toyota Celica 4 cyl Front Wheel Drive Automatic

My passenger side rear wheel locked up and will not turn. It has been parked i my garage for about 8 weeks but last week I pulled it out to wash and parked it back in the garage. Today I went t move it and the rear passenger wheel will not turn. Someone mentioned that it could be a frozen brake caliper. Any ideas ????!!!!

My celiac when put in gear it feels like the rear brake is on. What is the problem.
