1995 Toyota Celica Re: Noise when turn steering wheel

For a little over a year, when it is cold outside (<50 degrees), when I turn my steering wheel I get a rubbing sound. It sounds like it comes from the steering wheel itself. My power steering fluid level is fine. Also, for about a week my belts are starting to squeak when I first start my car and then turn my steering wheel. I changed all my belts about 2 years ago. Do you think my power steering pump needs replacing?

These are seperate problems. First of all the noise in the steering wheel is probably a dry bearing that is probably not cost effective to fix. The squeek when turning is a loose belt, have them rechecked.
