1994 Toyota Celica sputters after sitting

my celica sputters when i give it the gas after ideling a few minutes it sometimes sputters when driving and when i go to start it it takes a few turns and a little puff of smoke comes from where the fuel filter is then it will start . any suggestions ?

Check the fuel pressure to rule out the fuel filter, pressure regulator and fuel pump.
