1994 Toyota Celica front wheels clicking/scraping.

My car is making clicking/scraping sounds from both front wheels when I drive. It sounds like it clicks/scrapes every wheel rotation. It happens no matter if I'm driving straight or turning and it happens from 5 mph on up nonstop. I hear it pretty loud inside of the car but can't hear it from the outside when someone else is driving my car. Is this problem due to my brakes/rotors or cv joints/axle?

You are on the right track remove tires and inspect the brakes check CV boot if ripped
