1991 Toyota Celica blown head i think

i have a 91 celica gt with a 5sfe engine in it the guy i got it from spent 1100 on fixing the head and it still blew again when it did he said there was a lot of white smoke and it wouldnt start. now i have it and i cant figure out if the gasket just blew or if there is something wrong with the head or worse the block. it has water mixed with the oil which i know is not a good sign but can you help me narrow it down thanks

Do something get it magnafluxed and pressure tested-you're still burning coolant in the cylinders-if it checks out the cylinder block could be cracked.
