water pump and timer belt repair

I have a camry, 1999 model with 74000 miles on it. 2 months ago when I took it for servicing they recommended changing the timer belt which I did. 2 days ago, my car stopped after making lot of noise, and smoke coming out. I had to take it to a different service station and they told me the water pump has frozen and spoiled the timer belt along with the idlers. Now they are saying they have to open the headshaft as there is some noise coming after changing the timer belt and water pump and idlers. just to open it will cost 900 bucks it seems. can you tell me if I need to get this done?

The mechanic that replaced the timing belt should have advised you to replace the water pump and the idler also the knock sensor. It is a must do thing and it will cost you another timing belt replacement as well as the other items.

I would take issue with the garage that did the work as they were dead wrong in not making that recommendation.
