Toyota Camry, 1992, 240,000 miles

My husband has been noticing that his car has been handling rough over bumps. Today on the way to work it was very bad and when who look at the back passenger tire you can see the back end is riding lower than normal. What is the problem and is it safe to drive until I can get an appointment set up? :)
