99 Camry headlights

I have a 99 Camry, an the headlights stay on. In the dash I can hear a relay click every second. Is that the light sensor for the headlights?

If the clicking is coming from the engine compartment left side its the headlight relay, Now if its coming from the inside its the integration relay at the instrument panel junction block.
