when the car is either being driven or parked, the power door locks unlock repeatedly at any given time.

if you lock the car... and walk away the unlock on their own, sometimes over and over and just remain unlocked.

what is the problem and how can it be fixed?

Have you checked the lock switches in the door? It is possible one of them is shorting out, or jammed. One simple test would be to disconnect the housing on the back of both switches and see if the locks still automatically unlock..
